You're not fully explaining the problem, it seems, but what it appears you are trying to do is something like this: 
for my $i ( 1..10 ) {
    for my $j ( 1..10 ) {
        print "<MetaTag_$i_$j>$stuff</MetaTag_$i_$j>\n";
    }
}

But again, without more information, it's hard to tell what you want.
