My first strategy was to look for XML::Config, and it is indeed a module, and can handle simple hashes (or more, i'm not sute, check it out either way).
Second strategy, since you were looking for Data::Dumper, I decided to look for Data::, which yielded Data::DumpXML - Dump arbitrary data structures as XML, which is indeed exactly what you described.
Hopefully next time you'll find use one of these strategies (the first is based on reading about stuff before you have an inkling that you might use them, at least to have an idea of what it does, so when it comes up, you can say "I remember Foo::Something that did something like that" ~ forget who to credit for the advice)
