I have a file with following weather related data (Max/Min temp for 7 days of week)

Tx,Houston 88 34 77 36 75 31 72 30 81 31 79 51 75 28

How can i sort and print Max and min temp for the state(not city)
my output should look like :
Ca max temp 91 Freemont
min temp 31 Berkley
Tx max temp 88 Houston
min temp 28 Houston
