Hmmm... it's quite good (although I disapprove of obfuscation by packing/expanding data ;) ). I worked out roughly what it did pretty quickly, but I tried to work out what it said manually (ie, without Perl), which was damn hard because I didn't know UUencode. And there's the fact that the first character is actually the string length(Is that a Perl thing or a UUencode thing? Perl, I presume). Anyway, it's nice and short, and it gives pretty output.
