I want to instrument my module with loglevel type functionality. Here is what I want:

• A program constructs an object and one key-value parm is  LogLevel => $LEV
• The program, as it runs, prints to STDERR all information of that LogLevel or higher
• Preferably this would be a part of the standard Perl distro because I don't want people to have to install additional modules, but I can get them to install them if need be
