OT and not much perl, but winxp deals a lot with permissions, and unless you specify to set permission manually I assume you're gonna have a lot of trouble.

I have experienced the same problems on my local machine at work, where the script couldn't update the database because of permission but didn't say much about the reason of the error.

Have your system administrator set the right write permission on the folder.
