ActiveState's Perl comes with ppm, which is a package manager for Perl modules. 
C:\>ppm
PPM interactive shell (2.1.2) - type 'help' for available commands.
PPM> set repository ACTIVESTATE http://www.activestate.com/Packages/
PPM> install LWP::Parallel
