Yes, reparenting a node from one true duplicate to the other is fine. I believe footpad is talking about reparenting from: 

    Some random node
     `--- A regretted reply
           `--- An informative reply

to 
    Some random node
     `--- An informative reply

[download]
which is something I don't want to see.
