Here's a link to a tutorial. It uses Modem::Vgetty.

VOCP is a Perl on Linux solution that you will want to peek at. It rocks.

The tones are referred to as DTMF, or Dual Tone Multi Frequency. Try Googling phreaker sites for more info.
