I second this. It is very rare that a post to Q&A actually belongs there. At the very least Anonymous Monk or users with less than one post shouldn't be allowed to post in Q&A.

Also, The name Q&A is too tempting to first time posters. It might be better to rename it FAQ since that is closer to what the intention seems to be.

By the same token the title Seekers of Perl Wisdom is too opaque.

I think that the Q&A section is a good idea but it doesn't seem to be working in its current form.
