Is Sybase trimming the column name? Have you tested trying something like: 

create table foo (
   XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXA integer,
   XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXB integer
);

If that generates an error, DBI (or the DBD driver) is probably doing the right thing.
