Looking at Bundle::DBD:CSV it seems that it already uses Text::CSV_XS. So that can't be the performance issue :-(
Have you seen DBD::RAM? That looks pretty cool. I've not used it yet, but according to the docs CSV is one of the file formats that it supports.
