Could you use the command: 
ppm3

instead? It's a newer utility than ppm so it might solve the problem. If not, can you change your current repository? Try changing it to: 
http://ppm.ActiveState.com/cgibin/PPM/ppmserver.pl?urn:/PPMServer

[download]

If this still doesn't help, could you re-install?
