You should never install perl in the cgi-bin directory as it is a security disaster.
DON'T DO THIS. REALLY. EVEN IF YOU DON'T UNDERSTAND WHY NOT, DON'T.
See This is all such a hassle; why can't I just put perl.exe in my CGI directory and use it in my URL?
See this overview of how to set up perl on IIS from ActiveState for info on how to do it correctly. This covers installation and config and also why you should not install Perl in cgi-bin
