You'll have to excuse me if I'm being slow here, but isn't the answer to your conundrum as simple as not giving anyone other than yourself true root access?

Ie. If you need to control the access of administrators and the like, set up root-like accounts but only give them access to those parts of the system that you are comfortable with them having access to and place stuff you need to keep to yourself, where only root can access it.

The usual process is to start with tight controls, and delagate rights as the need becomes apparent and in small steps. It may take a while before you reach a balance between everything needing your personal authorisation and where most regular activities can be performed without it, but that is the nature of the beast.

Okay you lot, get your wings on the left, halos on the right. It's one size fits all, and "No!", you can't have a different color.
Pick up your cloud down the end and "Yes" if you get allocated a grey one they are a bit damp under foot, but someone has to get them.
Get used to the wings fast cos its an 8 hour day...unless the Govenor calls for a cyclone or hurricane, in which case 16 hour shifts are mandatory.
Just be grateful that you arrived just as the tornado season finished. Them buggers are real work.
