So fix things the way you want. There's nothing stopping you, and you'll find a fair amount of company for that undertaking. Sourceforge is there for pretty much anyone to use.

The work other people are doing on what is essentially a standalone project doesn't affect perl 5, and neither will it affect your rewrite.

Go for it, good luck, don't forget to write.
