Interesting thought. It's not just the folks of PerlMonks that makes the community happen. It's also the culture of Perl. Larry's State of the Onion speeches kind of bring this out.
The culture has made the community what it is. Personally I don't know if the C++ or Java community has the culture to accomplish what has been done with Perlmonks. Nice thought though.
