You might have better luck by letting HTML::Template do the escaping for you. In your template, write 
  <TMPL_LOOP NAME="TMPL_LOOP">
      <TMPL_VAR NAME="TRY" ESCAPE=HTML>
  </TMPL_LOOP>

and the right thing will happen.
