Figured it out, my env set for ORACLE home was wrong causing this problem. 
$ENV{"ORACLE_HOME"}="ORACLE_HOME=/oravl01/oracle/8.0.6/";

Should be
$ENV{"ORACLE_HOME"}="/oravl01/oracle/8.0.6/";
