do you mean so that you would not need a database server? Or webserver? If database server, there are several cpan and core modules that can save your data to a "database like" storage (DB_File, DBI and DBD, Text::CSV, etc). You may want to also do a search on HTTP persistence to see how to keep state across multiple requests. If you meant web server, I'm not sure what you're trying accomplish.
