So use escape(), from CGI::Util. It comes with, and is also imported into CGI.pm. You can use it as a function, or as a class/object method: 
$escaped = CGI::escape($string);

$escaped = CGI->escape($string);

$escaped = $cgi->escape($string);  # if $cgi is your CGI object
