If you wish to keep the root "/" then have a look at the -P switch in the tar manpage:
tar -Pcz /usr/fweb/xyz/abc > /usr/fweb/xyz/aa.tar.gz or tar -Pczf /usr/fweb/xyz/aa.tar.gz /usr/fweb/xyz/abc
