Where can I find documentation for doing <TMPL_INCLUDE>-type stuff in XML? (Specifically, I'm using XML::Parser under Apache/mod_perl with taint-checking.) Right now, what I have is:

<!DOCTYPE pdftemplate [
<!ENTITY footer SYSTEM "./footer.xml">
]>
# ... some XML here, including &footer;

The error I'm getting is: 
Insecure $ENV{PATH} while running with -T switch at /some/path/perl5/5
+.00503/Cwd.pm line 82.

footer.xml is in the same directory as the main XML file.
