Strange, strange, strange. I tried it with Perl 5.6.1 (build 631), PPM 2.1.5 and 3.0 beta 3 and it worked fine each time. Could you try to download http://jenda.krynicky.cz/perl/Win32-MemMap.ppd and http://jenda.krynicky.cz/perl/Win32-MemMap-2.02-PPM.tar.gz, put them to the same directory and install by 

ppm install c:\temp\Win32-MemMap.ppd
