You might to check out zIWETHEY. Like any community, the signal to noise ratio needs tweaking from time to time, but they frequently have an extraordinarily high level of discussion there. While they discuss many things besides programming, you'll want to check out their "Programming and Development" section. Perl is sometimes discussed, but you'll see many other languages covered, too.
