I can highly recommend Hurricane Electric. They're based in fremont, CA. I use them both for business and a personal site.

They're always extremely helpful, pricing starts at $9.95 a month which I believe includes 11 e-mails on the basic account, and the techs are really good about getting service issues resolved quickly. They've also helped me nail a few CGI errors late on a Friday night. :)
