just go to where you downloaded the module, do 
$ tar -zxvf Sys-Alarm.tar.gz
$ cd Sys-Alarm
$ perl Makefile.PL
$ make
$ make test
$ make install

[download]
All done, easy huh...there is a place here at the monastery that might offer additional help
