Now you should be able to do all your nodelet ordering in your user settings. The ordering should remain the same if you submit any of the other user settings. I also implemented kudra's idea of being able to see frontpage nodelets everywhere by clicking the option so you don't have to order two sets of nodelets if you don't choose to.
