Management should be pushing this issue, not you. This is a failure of management, not you. You are doing what you were assigned to do. If you personally see the non-use of your tools as a problem (as you obviously do) then you should take this to management.
I've found that if you make the tool fun to use, a lot more people will latch onto it. I put a silly JavaScript rotating clock I found on the web into a screen output parser and web form interface I built---I would always see the screen up while my colleagues played with the clock (in a call center). And since they already had the input box in front of them...
