When I want to tokenize something these days, I tend not to use split, but use positive matching as in /.../g. Try this for size:

sub tokenize_msg_w_lists {
    my ($msg) = @_;

    # define consitituent characters.
    my $con = 'A-Za-z0-9\'\$!,.-';

    $msg =~ /([$con]+?)[,.]?(?![$con])/g;
}
