I would like to comment on just this one sentence: "If however, you're lucky enough to get all your people round a table at the same time, and hack out a single document, then you've got your Bible." Do you really need physical presence of all the parties? Would not a web collaborative tool (like a simple Wiki page) be sufficient? Does anybody have experience with using those tools this way?
