Sorry to be blunt, but if you can find the bug in the following regex, you can go ahead and parse HTML with regexes :)
$data =~ s/(<a\s(?:[^>](?!href))*href\s*)(=\s*(&[^;]+;)?(?:.(?!\3))+(?:\3)?)([^>]+>)/$1.decode_entities($2).$4/gsei;Otherwise, use a parser. It's more work to set up, but it's more likely to be correct.
