The Net::* modules will allow you to monitor the servers remotely, so you just need to study and use them. I don't know how much you are familiar with Perl, anyhow if you are a programmer it shoudln't take you that long to figure the main things out.

As far as SMS messages are concerned, there are many modules which allow you to send them. One is WWW::SMS, which uses free web sites: however, the word free should make something ring in your head, as free SMS do not always get to destination. ;-) A better option is probably the Net::SMS, which uses Simplewire's (commercial) service.
