I can't find anything in the documentation for IO::Socket or in the man pages

And yet IO::Socket::INET says: 

               LocalAddr   Local host bind address      hostname[:port

               LocalHost   Synonym for LocalAddr

Perhaps you missed that. Seems pretty clear to me.
