This is the reason I have advocated COBOL as a Strict language(also why I'm considerd a heretic!). Not that I would want program in it. But I have pointed out in the wars COBOL vs. Perl that COBOL is designed for something specific! Large financial systems!

You could apply strong dictatorship on the perl files and say that they must pass a parser that checks the code for the proper things. A standards parser then it might work!
