I've been looking at the voting scale, and I think it should do the same for negative votes.

2*(-$NORM)>=$REP>3*(-$NORM)2/31/3
3*(-$NORM)>=$REP>4*(-$NORM)3/41/4
4*(-$NORM)>=$REP10

Any other ideas? I believe this will help users who habitually post negatively repped nodes from gaining levels just because they vote.
