From (nearly?) the beginning there was an informal rule that you had to be level 8 before you would be considered. This rule was ignored a few times, but I feel that those ended up being mostly mistakes so I don't consider people below level 8 for inclusion in pmdev. They simply don't have enough experience with the site to be able to make changes that fit in well with the character of the site.

There are other gods and they sometimes do things including adding people to pmdev and I don't speak for any of them.
