We are having problems installing MIME::Tools on a Win32 system using PPM3. We are receiving the error: "Mime-Base64 not found" during attempted installation.

If you try PPM, the error is, no PPD found for Mime-Base64.
This module has been around for some time.

Is it not available for Win32 systems for installation using PPM?
If not - I will pay "cash-money" if someone can write a script to convert an email in .eml format to .html with the images intact (and then talk me through how you did it.) If interested, just send me an estimated cost.
