I don't think you are parsing his whole sentence as intended...

PLEASE consider these patches, especially the latter patchsection which alters pod2man, to be more of a proposition and an exposition than advised.

In other words, he is deliberately pointing out that these patches are not advised (for most people). He's merely laying them out there as an example of what he had to do, so other people can ponder the issue and see what's what.
