IIRC, imagemagick picks up the format from the filename (or you can say ->Write(format:filename)) This ought to do it 

my $im = Image::Magick->new;
$im->Read('file.bmp');
$im->Scale(geometry => '30x30'); # make a thumbnail, lol
$im->Write('file.jpg');
