If you want cardinal numbers, that's Number::Spell, as already pointed out. If you want ordinal numbers, that's Lingua::EN::Nums2Words: 
use Lingua::EN::Nums2Words;
print num2word_ordinal(1251), "\n";

which yields 'ONE THOUSAND, TWO HUNDRED FIFTY-FIRST'.
