Your WHERE clause is looking for unsubscribedby = ''. Is it possible that unsubscribed by is null? If so, you will want to use 
WHERE unsubscribedby IS NULL

instead. Or even better to catch both cases use 
WHERE unsubscribedby IS NULL OR unsubscribedby=''
