When I tried to install Acme::Lingua::Pirate::Perl recently, I discovered that it did not contain the traditional Makefile.PL needed by CPAN. After writing Earle Martin to request compliance with most of the Perl world, here's the response I got:

I suggest you email him at http://downlode.org/email.html and let him know politely that it's not just me who wants CPAN.pm compatibility, and also that this was a non-responsive answer.
