I've never tried to interact with the flags in Outlook, but I have been able to find what I need about OLE::Win32 using the Microsoft object browser, which on my last Windows machine (2000) was located at D:\Perl\html\OLE-Browser\Browser.html. It should have been installed during the ActiveState installation. You might try searching for "Browser.html". Good luck.
