If you don't have LWP installed, you can do what the CPAN.pm module does, when LWP ins't installed and do a 
open(OUTFILE, ">out.txt");
my $htmlpage = `lynx -source http://www.perl.com`;
print OUTFILE $htmlpage; 
close OUTFILE;
