If Exchange is set up with the LDAP interface, you could use Net::LDAP.
If not, another possibility is to automate Outlook via Win32::OLE, e.g. http://aspn.activestate.com/ASPN/docs/ActivePerl/faq/Windows/ActivePerl-Winfaq12.html or http://aspn.activestate.com/ASPN/docs/ActivePerl/site/lib/Win32/OLE.html.
