The URL & Proxy parameters are used when you don't have a WSDL to reference. Since you do have a WSDL file, Try this:

  use SOAP::Lite;
  print SOAP::Lite
    -> service('http://internalserver/WebServices/Mail.WSDL')
    -> SendMail ("email address", "Test subject", "Test Message");
