Where do you want to index on? The name? In that case, do something like this after the split: 
$ACCTS {$name} = {STREET   => $street,
                  CITY     => $city,
                  ZIP      => $zip,
                  PHONE    => $phone,
                  START_ID => $start_id,
                  ID       => $id};
