If you want to be faster, it's better to eliminate the sort block, instead of making the block slightly faster. Something like the following ought to work (untested): 
my @sorted = map  {substr $_ => 1}
             sort
             map  {/:/ ? "1$_" : "0$_"} @unsorted;
