I don't understand exactly what you're looking for. Is it just a list of the most common sites UK residents are visiting? How would that help a filtration program? Unless you're analyzing the data in real time, you're going to end up with a pretty sub-standard system.

If there are any monks who work for UK ISPs I would love to hear from you about who we should contact to try to arrange access to this data.

Why would an ISP turn over such data? It is rather broad and I can't see any real privacy concerns with it, but that won't be everyone's impression.
